The Board of Trustees provides hign-level oversight in support of the institution’s mission, strategic direction, academic quality, integrity, and long-term sustainability. The Board members bring leadership experience from higher education, industry, and public service. Together, they help guide UMT in advancing its educational mission and serving students effectively.

Eugene (Gene) Bounds, Chair
U.S. Air Force (Ret) and Former Partner, Booz Allen Hamilton
Mr. Bounds serves as Chair of the UMT Board of Trustees. He brings executive leadership experience from the private and public sectors contributes strategic perspective to the Board’s oversight of institutional direction and effectiveness.

Beth Partleton, Vice Chair & Secretary
Executive (Ret), Miller Brewing Co.
Ms. Partleton serves as Vice Chair and Secretary of the Board of Trustees. Her background in strategy and organizational leadership supports the Board’s work in governance, planning, and institutional stewardship.

LuAnn Piccard
Professor & Chair, Project Management Department, University of Alaska Anchorage, Executive (Ret), Hewlett Packard
Dr. Piccard brings higher education leadership, academic and executive experience to the Board. Her service supports the Board’s attention to academic quality, student success, and institutional effectiveness.

Senior Associate Dean, University of Maryland Global Campus, Executive (Ret), IBM
Dr. Watson contributes experience in academic administration and online higher education. His perspective supports Board oversight related to academic operations, innovation, and institutional quality.

Program Director at the College of Professional Studies, University of New Hampshire, UMT Alumna
Dr. White brings both academic leadership experience and the perspective of a UMT graduate. Her service supports the Board’s understanding of student experience, program relevance, and institutional advancement.

Yanping Chen
President & CEO, University of Management and Technology
Dr. Chen serves on the Board and provides executive leadership for the university. Her role supports communication between institutional leadership and the Board regarding strategy, operations, and mission execution.
