Dr. Frame has been a major player in technology management and project management education and training since the 1980s. He has written nine books and more than 30 scholarly articles on these subjects. His Managing Projects in Organizations (2003) is a business best seller. His most recent book, Framing Decisions: Decision Making that Accounts for Irrationality, People and Constraints, was published in 2013.

Prior to joining UMT, Dr. Frame served as a Professor of Management Science at The George Washington University (1979-1998), where he was Chairman of the Management Science Department (1988-89), and Director of the International Center for Project Management Excellence (1995-98). He also established the Master of Science in Project Management degree program at The George Washington University.

Dr. Frame has been active in the Project Management Institute. He is currently on PMI's Board of Directors. During his six years as volunteer Director of Certification, he was instrumental in jump-starting PMI’s famous Project Management Professional (PMP) program. He also spent two years as volunteer Director of Education Services. He received PMI’s Distinguished Service Award (1994) and Person of the Year Award (1995). In 2004, he was made a Fellow of PMI.

Dr. Frame has trained more than 35,000 managers worldwide over the past two decades. He has taught technology management, project management, and general management courses at organizations such as Morgan Stanley, Credit Suisse, Fannie Mae, AT&T, Motorola, Sprint, Lucent, Boeing, IBM, and Marriott.

He holds the following degrees: a Ph.D. and an M.A. from American University, where he focused on development economics and quantitative methods; and a B.A. from the College of Wooster, with a focus on history and mathematics. He is a certified Project Management Professional (PMP).
